To: The Temple Protectorate / Keepers of the Peace From: Dannielle Addams - Temple Scribe of Torm

Subject: Potential Corruption Suspected - Agent De La Rey

To the keepers of law and providers of justice within the citadel of Sanctuary.

A very disturbing incident occured to which I was a witness and I can only consider it deliberate corruption or at best the allowing of personal animosity to influence a peace keepers actions which in itself is a corrupt act.

An injured halfling by the name of Rissi presented at the Rock Bottom Inn. The Priestess Eowung called on the blessings of Eliastree to cast a minor healing. Upon seeing this Agent De La Rey accosted Priestess Eowung and demanded to see her Registration even though the bulding was warded.

The Priestess explained that she had not the Registration badge as it had been stolen when she fell in battle in the Temple of Hoar although all fees had been paid.

The Agent then insisted that the Priestess go to the Spellguard Tower where a substancial fine was levied and the Agent liberated the Priestess's Healing Gloves and Healing mace as she had not the funds. Then he informed her that she was not allowed to call any more blessings without Registration.

10 Minutes later the Agent was on the Town Hall steps hawking Priestess Eowung's belongings without giving her the right to raise the funds to recover her property.

At this time Myself and Priestess Eowung approached the Agent 3 times to ask about registration and on all 3 occasions were completely ignored. He turned and walked away to Lower Sanctuary where I followed and tried to speak to him but lost him.

I had been informaed by several parties that Agent De Le Ray has personal issues with the Priestess Eowung and her beliefs and has on several occasions made his animosity and contempt for her known.

In final summary a Priestess who charitably healed a citizen of Sanctuary was fined for not having a badge that was stolen, had her tools of trade confiscated and sold without the right to reclaim them to pay a fine for a registration fee that had already been paid and then when the Priestess and myself attempted to register were ignored.

Is this really the image and service that the Peace Makers and Law Keepers of Sanctuary wish to convey to it's Citizens? That charitable acts will be punished because of personal animosities? That the tools people need to carry out their profession can be stripped away and sold?

Should this not have been settled with a small Badge Repalcement Fee as the registration had already been paid? How can anyone justify what has occured and call it Justice?

I am asking that this situation be corrected - 1. An apology made to the Priestess Eowung by the Agent Involved 2. Priestess Ewoung have her property returned or fair market value of these Gloves and mace 3. The Priestess Eowung be given a replacement Registration Badge. 4. That laws are passed to prevent this kind of abuse of power.

Dannielle,

We do not need more laws, rather we need to point out that some laws no longer exist. Such as registration laws. I have personally taken an interest in this case due to the individual involved. All citizens are free to register, but is is not required. The abuse of the Spellguard in regards to these laws is long established, and the laws on registration were revoked over a situation very similar to this.

It will be looked into, as is only right and proper.

I am heartened by your prompt reply to this letter and hope to find that all Peace Keeping adn law bodies within Sanctuary are as responsive.

This matter is close to me as I have only just arrived, this incident occured notmore than 3 hours after my arrival, and I was afraid that it was inidicative of the type of Society I now find myself a part of.

If my services as a scribe are of any use please let me know.

I trust that you will follow all paths to Justice.

Would you agree or disagree that Agent de la Rey was doing his job? Laws are laws, they have been set for a reason. Agent de la Rey was doing what his job entails, which is to enforce the law.

Naturally, the law is not perfect. This incident should be taken up with Agent de la Rey's superiors in the Spellguard, not with the Council. Should the Spellguard not reply to your incident promptly, then you contact the Council about your problem.

Esteemed Councillor,

I am sorry that my ignorance of local custom has caused offence and will accept any punishement you deem required for wasting the time of such an August body as the Council.

Having arrived in Sanctuary less than 2 hours prior and witnessing this incident I was compelled to act. Where I come from there is only one body responsible for law enforcment and compilation and so was very confused and to make sure all bases were covered sent letters to each institution here that seems to be a part of the law making system adn eforcement.

I do not know the laws of this city but I do know that where personal animosity is present by protectors of that law then there is corruption at heart.

Again my humble apologies My Lord - I await news of my punishment.

It is alright. There is no punishment. Please know that in the future you refer to us when complaints to an institution fail.

The woman is also not a registered spellcaster. She may not cast spells at all in the city legally. The Herald confirmed this.

The laws are a work in progress,

and it should be clear by now, that by registering to the spellguard, you are allowed to cast inside warded areas. Without registering, you are not allowed to cast at all inside Sanctuary, not even warded areas. Unfortunately, Agent De la Rey has let many slip without punishment from this, as he has trusted they would register right away, but also as many have simply 'forgotten' to do that, he has obviously started to do things by the book.

It seems to me, that he did what our laws say, as we cannot believe everyone having lost or had their badge stolen. Otherwise everyone could avoid law. If you lose your badge, go to the spellguard tower and get a new one, it is not hard thing to do.
