*letter to council*

Greetings, councilors.

I would like to get more sense to a case which happened in the sanctuary arena.

I was in the arena yesterday, watching a fight between two warriors. After a half breed won the match, I asked If I could cast a spell, now when he is in the arena anyway. He said yes. I also mentioned that he will be normal after the spell expires. I did cast a spell called fear, half breed recovered from the effect very easily, but an agent who was watching said to me that the spell was illegal and I was abusing citizens by using it, even in the arena.

First of all, I would be happy to hear, is this spell illegal to use, for instance when dueling or using it to a willing mind. Secondly, I just read sanctuarys law book through and it does not mention any other illegal spells than animating dead ones. Thirdly, if this is illegal spell, wouldn't it be better to state out these illegal spells?

It would be very surprising to found it that the spell called fear is illegal. Many other spells like hold person and confusion are similar ones, so that this law if there is one, should limit these spells as well.

The spell itself is not illegal. It can be construed as a magical attack, but you did garner permission to use it. From what you wrote it appears that you used trickery to get this permission.

Do not expect any Councilor to come to your defense, had you not resorted to underhandedness you would have had a strong case to revoke the arrest and punish the Agent responsible.

I will appreciate the name of the arresting Agent however, to ascertain if were lied to as that is not proper in one of our Agents. If he lied, he will be punished. Your own punishment likely was equal to crime you committed of invoking in an unsuspecting man a terrible magical fear.

So, the spell is illegal, but could I use it to another person if he fully gives her permission and is also aware of the effect? Correct me if I'm wrong, because it would really help my research with fear and this spell might be handy in some cases. I know some people who got rid of their fears by facing them.

Although, I was not researching this man, but he agreed. I need to say, that I did not state out what kind of spell will it be. Maybe the mistake I should have avoided. The man was happy after the spell and never claimed that I would had abused him or anything at all.

Agent De la ray did not want to talk with me at all. I found it very frustrating to discuss about it when the Agent just said the spell was illegal and I must quit my research with fear as well.. I tried to continue the discuss, but he was almost ready to throw me into prison and put me pay 500 coins.

I will be delighted when this is solved, I'm doing a research for Sanctuary and not telling me properly when I'm abusing the law or why is it illegal isnt going to help my researches or sanctuary at all.

"I do hope there is an explanation of this situation that is less one sided. It appears one of your Agents is enforcing non-existant laws. I find that disturbing. His use of the spell was reprehensible, but his explanation of the situation demonstrates poor law enforcement.

Copies of notes are forwarded to Operative Barkley. Who we're all sure forwards them to Delgado. Who reads them, when he's likely done playing with his dolls.

    I would very much like it that the Council did not waste my time on trivial matters such as this. If Councilmember Dreagle could spend a bit more time perfecting his reading capabilities instead of making assumptions and in continuance of that ill gotten profession, wasting my time, he would notice that the original "complaint" wasn't even a complaint. It was an inquiry into the laws of Sanctuary concerning the spell "Fear". This spell alone is not illegal withing Sanctuary but it's various uses may be concidered assault with an intent to cause bodily harm. Also, I might point out the fact that the Spellguard have yet to receive any kind of indication that Agent De la Rey actually arrested the individual in question, or even fined him at that, like Councillor Dreagle insists on. The letters from Dr. Razvanul never indicate he was arrested, fined or had anything to do with Agent De la Rey other than receive a verbal reprimand for casting the spell. I might also add that Dr. Razvanul is an unregistered spellcaster and should thus report to the Watch House and turn himself in for minor crimes and spend his allotted time in jail as a result of his crime. (Which Agent De la Rey would have been fully within his power to have arrested him for)

    If the Council requires further assistance in deciphering letters written in common, you are welcome to send them to the Spellguard so as we can write up a simplified text for you. I simply ask that our budget be raised in accordance to our new duties.
