Not sure if this is a bug or not, or if the quest is just in the process of being changed but did the quest in the house in the first part of the dunwaren ruins where the little boy asks you to save his sister. Fought a great number of outsiders in what turned out to be a much more difficult quest than I anticipated (was great fun though) couldn't seem to find the girl though...and it acted like I had completed the quest..

There was a book of cold that I couldn't seem to either destroy or open though so I may have just missed something..

The quest was completely changed. He just asks you to kill the monsters, does he actually say anything about a sister now?

hmm I think he says he and his sister were looking for food and the monsters attacked..I was left with the impression that he wanted us to find her as well. I'll go back and look...was also left wondering at the end who summoned the outsiders..(I assume such things can't just come into sanctuary without human intervention...)

Well, I just checked, he just asks you to go kill the monsters -- doesn't say anything about looking for his sister anymore.

There are various clues in the quest area that indicate what it was that went wrong.
