Council members,
I am writing this letter to you in the hope of having a meeting with representatives of the council, the watch and the spellguard. I desire to create a monastery in sanctuary, the purpose of it being part of the subject of the discussion I wish to have. I cannot say more about it now, except that I think you will find my plans to be most advantageous to Sanctuary and the Council. If you accept to meet me, could you please ensure that we speak within private walls.
Could you please tell me if you will see me, and if yes when so and where. You may contact me through Rock Bottom Inn, or the Pissing Crone.

Kumagan,
My apologies, I won't be able to meet you in person anytime soon, but I am interested in what you have to say. Sadly, I must be realistic with you. Nothing like a monastery has been built (though here in the ruins, we tend to restructure more than construct) before because there doesn't seem to be an interest from enough citizens. I would suggest that you find a small, secluded area near the outskirts of the city and use it as a sort of training ground, or whatever you might need a monastery for.
I assure you, correspondance through the Council Office is secure, but if you are more comfortable sending letters to my personal residence, that would be fine. //PMs if you like.
Best wishes,
Councilor Ward

Kumagan,
I will make an announcement to meet with you soon. I will hear you out. Though I'd like to say that it is unlikely the council will fund or support the construction of a monastary without a large amount of followers. I would recommend you seek donations and support from the people.
Your Councilor,
-J. Geigne

Councilors Geigne and Ward,
My plans are the result of a long and fruitful thinking, involving many discussions with the rare fellow monks of Sanctuary. Most of the monks I have met thus far have agreed about the need of a Monastery in Sanctuary, and have participated in the elaboration of my designs.
I have also succeeded in convincing several people from the public in putting their names on a list indicating all those who agree to my project. So far, the list contains around fifteen names, and I am still actively searching for more. When asking the general public, I have often noticed that they think a Monastery would benefit Sanctuary.
But on another note, please do not dismiss my ideas on the basis of lack of public support. I can't say more about it now, out of need of discretion, that is why we must talk in private, with representatives of the spellguard and watch.
Most Humbly,
Kumagan

Councilors,
After a discussion with Councilor Geigne today, I have concluded that the most efficient way to explain everything about the monastery would be to write an extensive and exhaustive document about it, explaining everything. It would be far better than doing the same orally, in front of you, and if we do have a meeting, it could save you some time.
Kumagan.
