My suggestion is simply to advertise the need of a citizen stone to new arrivals in the city. Maybe something as simple as an in character sign at the city gate saying something like: "If you wish you become a citizen of Sanctuary, buy a Citizen Stone at the town hall.", or something of the sort. I think the real reason most of the server doesn't have them yet, is because they don't know about them.
Just a thought.

i posted a message about them on the IC public announcements thread and then Arkov showed me up with a much better advertisement. I think Combs has the right idea though about a sign somewhere like in fornt of town hall, and maybe even some notice in the OOC area.

I don't like the seemingly pointlessness of it. I had no idea I needed to get one of these and my character went around absolutely fine with no noticeable detriment to his rights and privileges.
Is it just an RP tool?
It'd just feel better if it had some kind of tangible use.

It might be better if there was a more important function for it.
I would've thought being a citizen of a place would entitle you to more than just being able to hear the messages.

Actually, Ladocicea is right. Perhaps a system of identification could be made with the stones. Or something more resembling an ID card of some sort rather than a "magical" stone for 30 gold coins. (Which is rather silly, a stone with that kind of property is worth more.)

Entrance to certain places?
An on use function that states server rules/changes to systems/other important notes?
Anything really.
It seems a shame to have something so poignant as a mark of citizenship, but no real important or necessary use for it.

A citizen stone could entitle the bearer to a vote and the floor at a Town Council meeting Ben Franklin's riff about the donkey aside, when you get your stone, the official takes your PCs name down & I assume the PC is then counted as a citizen of the town. Only citizens can vote or otherwise have a say in the running of the town, right?
So now we're confronted, RP-wise, with the possibility that certain PCs might come upon a citizen stone through less-than-official means.

If your character doesn't want a citizen stone, he doesn't have to get one.
They let you receive sendings within the boundaries of the town, and maybe other uses too -- best discovered IG.

do the stones have your name on them? it makes sense for them to I think. some interesting possobilities include, but of course are not limited to...
Someone snags a players pack (in actuality they wouldn't scoop things selectively (in most cases at least), they would simply grab the bag, then if later arrested for whatever reason and still holding the stone, they would be linked to the other crime. It would just be something to RP, getting rid of evidence.
A familly that has lived in the city for multiple generations may keep citizen stones of familly members who have passed on. of coures that isn't limited to Familly members, just an example.
Also they may be kept not in memory of a loved one, but as a trophy to symbolize the defeat of a long time foe.
