To the Council, The Watch, The Spellguard.

Dear Sir/Madam

My name is Eowadrien Laelithar. I was wondering if you could help me with a matter i've been meaning to look into for a while, but have only recently decided to explore.

That is, i wish to conduct polls of the citizens of upper, and of lower Sanctuary to determine their opinions on matters pertaining justice, and also regarding certain institutions around your town (including, for instance, the House of Light and the Spellguard). I don't know exactly how you would normally go about this, but i was considering having seperate ballot boxes in the Rock Bottom and the Pissing Crone, and perhaps speaking with individuals from time to time.

My main concerns of course would be the legality of such actions, and the matter of how to keep the polls 'just' representations and ensuring that there was no way of fiddling the results. I do not know if you conduct your own surveys, either, or whether or not these are open to the public.

If you are curious as to my interest in these matters, i would prefer to explain myself in person, though if you wish i will return another letter.

Conducting polls on Sanctuary's organizations does not conflict with any legalities. I do not believe the law enforcement agencies conduct their own polls. Having a bright citizen such as yourself do this would be a service to Sanctuary.

Though I will ask: Why are you interested in this? Additionally, I will be willing to pay you a hundred gold coins if you survey the data in the name of The Sanctuary Times, so we may be able to spread this data to the general public.

Your desire to be involved in the political process is inspiring. I would suggest that polling only individuals residing at the Rock Bottom and the Pissing Crone may not yield a result that is truly representative of Sanctuary's population, as the vast majority of citizens do not stay at either of those two establishments.

Conducting such a poll would be perfectly legal, but there is presently no law that would prevent somebody from attempting to manipulate its results, so you would have to come up with your own system of ensuring that the results are not fiddled with. Councilors routinely conduct quick private surveys of their primary constituents and the people at large when considering policy proposals, but the results of these are not guaranteed accurate and are not released unless a Councilor wishes to do so.

How does this progress? I can think of a great deal of information I'd like to have in hand about personal opinions. Although the threat of demogoguery weighs heavily on my mind.
