The following NPCs, when examined, still don't give the Character Level and party Size requirements for the quests they give. This isn't a comprehensive list. Really just the ones I saw while wandering around looking for something to do.
Not very many right now, others ought to feel free to add more.

Then there are the Fed-ex quests, which - maybe it's intentional, but could still be useful to add: Cooky the Gnome in the Herald's office Krovus
And probably plenty of others I missed.
