Letter to Rilo and Morgan

Councilors,

I think we all agree that decades ago, Lower Sanctuary was invaded by Upper, it was conquered and to this day it has not been accorded a fair treatment or given a safe existance despite any claims to the contrary.

As a sign to the people of Lower, I propose the three of us attach ourselves to a firm measure and course of action. Expressly, greater freedom for Lower Sanctuary that ultimately results in its citizens being given the freedom to decide if they after all these years actually desire the imposition of Upper Sanctuary's laws.

To begin this, many of Lower Sanctuary's finest leaders have spent decades in exile--were they not murdered during the Ubel Rebellion. The first stage in clearing the air is to issue a posthumous pardon to Albert and Montgomery Ubel for any and all crimes, as well as a blanket pardon for anyone who partook in the Ubel Rebellion.

This will allow many of Lower Sanctuary's leaders to step back into the light, it will show goodwill to Lower Sanctuary, and it will help us begin a process that gives the folk of Lower true self determination.

We are three of the Council, enough to issue this pardon if I understand our laws properly. If we can gain other adherents, our momentum will grow. Ultimately, the people of Lower Sanctuary must be in charge of Lower Sanctuary. Two names, two states.
