Citizens, the days where Sanctuary remained safe by hiding are long past us all. Illithids, drow, and vampire lords have all found our city, and have all attacked us. The only true foe not to approach our gates, weapons at the ready are the eye tyrants.

Sanctuary must come to grips with this fact. Hiding will kill us, like children with blankets over our heads. Firm approaches are necessary, but will be tempered by caution.

In the coming days, I'll make a number of proposals to the Council that I hope finds their support. Primarily, the establishing of alliances in our region beginning with traders we can make equitable arrangements with--namely the druegar who mine metal from our nearby ore veins, and the svirneblin of the Blue Mushroom Trading Post.

Beyond that, out reaches of kindness to the lizard folk of Slaal'teesh who suffer a virulent plague will serve us well. The lizard folk are said to guard a passage that leads to the surface, and if our skilled healers here in Sanctuary can find a cure, I expect they will share this passage with us. In addition, many in Slaal'teesh will abandon slavery in exchange for a cure. Not only might this find us the surface, it will free our brothers in chains while gaining Sanctuary an ally in the Underdark.

Meanwhile, I'll strive to keep Sanctuary safer by proposing a major change to the roll of the Tigereye Mercenaries; our laws against necromancy, methods to increase our food and water supply, establishing better relations with our neighbors and other colonies of free men, creating a more welcoming and directed environment for recently escaped slaves, providing citizens with greater means of self protection, increasing our economic tax base responsibly, and finally in agreeance with Councilor Gaeseric--a repeal on anti-magic laws in Sanctuary.
