This is aimed at no particular individual but I feel the need to mention this once more.

PvP infront of Guards, Law figures, or general NPCs that you would expect would react in a fashion that would put you at a disadvantage (The vigilante Commoner, for example... Use your imagination) is forbidden.

You will be allowed to engage in such PvP if there is a DM on standby watching. To ensure you have a DM on standby, send a message on DM channel or ask a DM to log in on IRC, then wait for them to tell you when you're good to go. Sending a quick little message on DM channel in the vain hope that a DM will be online, free and able to port to you in the few seconds between you sending the message and attacking is not what I would consider getting a DM on standby. Make sure you have the DM's express consent. Wait for a response from them first. If you don't get a response, don't do the PvP.
