Officer Barkely finds the letter while sorting through unanswered letters. After spending a few minutes deciphering it, he swallows his mint, taps the bell on his desk, and calls out:
"Kesler! You around? I think this letter's for you. I must say, these people of yours do seem to be rather enthusiastic..."
