*A lettter to the Spellguard*

It has come to my attention by many commoners and concerned citizens that your operations in our juristiction have been frequent in the past few days. One, that some few days ago you, with the Watch and an animitron, ventured into the caverns below the streets. And two, that just today, you were badgering citizens in the streets. It was my understanding that you are to alert us ahead of time and to acquire our permission to do so, unless it is a matter of persuing a criminal. I see no such requisition in our fortress. So my question then. Where do you have the audacity to make such ventures in our juristiction? With no warning you lead an attack force through our streets? With no request you harass common citizens? On what ground do you launch such an operation? And through what motives do you bother the good people of lower? Such actions are unerving to the commoners. Less you seek a riot, I recommend that you follow the agreements that we have established. I demand an answer for the actions of your company! If you were in fact in persuit of a criminal then I demand a file on your suspect. Mobilization of a squad the size of what was discribed to me takes time. Certainly not something thrown together while in hot persuit of a running criminal.

Mercenary Onyxadze,

I believe that you quite misunderstand your position within the city. I have no idea what sort of "agreement" you believe that you have with the traditional law enforcement agencies of the city, but the Spellguard is under absolutely no obligation to get your permission before operating in your district. As it has for more than a century, the Spellguard's jurisdiction extends over the entirety of Sanctuary, and your Company has no authority whatsoever to interfere with the operations of Watch and Spellguard law enforcers within your district.

Your Company was hired to assist in the maintenance of order in Lower Sanctuary. The blatant disrespect that your organization has shown for its employers in recent months is likely the cause of your recent punitive funding cuts, and I suggest that you adopt a more diplomatic tone before the Council begins enacting more severe punishments. Frankly, if the outrageous reports about your mercenaries attacking Watch and Spellguard law enforcement officials who attempt to do their jobs in Lower Sanctuary continue to flow in, we will have no alternative but to bring our full complaints before a Council that is, as we speak, contemplating stripping your Company of its police powers in Lower Sanctuary. I sincerely hope that it does not come to that.

I'll add that your Company is hardly in a position to be complaining about our agents "bothering the good people of Lower" and "unnerving the commoners." According to every report that I have heard, despite your six years in our city, the people of Lower Sanctuary still loathe your Company's presence and view your men as corrupt, abusive and treacherous duergar. I have read notices scattered about your district that call your men "slavers" and say that you threaten us all. While I have seen little evidence to support such bold claims, I do not think that either of us can deny that your very presence in our city unnerves the good people of Lower Sanctuary and, to say the least, bothers some of the commoners.

Despite your disrespectful and condescending tone, and your blunt demands that clearly overstep your limited authority, I would be more than happy to speak with you at the Spellguard Tower about your questions. I can assure you that the Spellguard acted at the direct decree of the Town Council, despite your insinuations about our "audacity" and our actions being taken at "no request." I do, however, request that you send a written apology for your antagonistic tone before you present yourself, so that we can put this unpleasantness behind us.

It would seem then that the true problem is lines of communication. The policing factions seem to be too concerned with stepping upon one another, and not stepping together. I have worked and battled by the side of many Watch and Spellguard. We are just as concerned with our potrayal as I'm sure you are yours. Surely you cannot make claim that your organization has had similar accusations put to it. But I will have you know the common folk of lower do appreciate our presence. Only green horned upstarts, vigitalantes, and rabble rowsers are ones that would say otherwise. It is in my opinion that complaints are voice tenfold over compliments. I will seek you in your tower then. Purhaps through legitamate conversation can we truely understand one another.
