Reintegration of the Watchers and WardersThe Sanctuary Watch has long operated with few mages, if any at all, leaving the domain of Magic and Spellcraft to the Spellguard. With the recent vacation of the Spellguard from Sanctuary, a void has been made that must be filled. This void will be filled by the reinstitution of the Warders into the Watch, as both a research team, and a legal enforcer position. The Warders shall fill two roles in the Watch; the first being that they will act as legal enforcers, with the same privileges and titles as the current organization, the second being that they shall act as Warders, and delve into research, transmutation of equipment, and protection from magical threats, that normal watchmen cannot achieve.
Concerning the Corruptive Nature of Magic…
… it is recognized that magic can easily corrupt even the purest of souls in the pursuit of wealth, information, or common defense. Those of the best intentions, as the original warders, can be corrupted into terrible experiments and sacrifices when given unlimited authority and power. To this extent, those of magic use must always be monitored for corruption, and never be given free reign for experimental purposes.
Concerning the Nature of Magic Eaters…… it is also recognized that magic eaters pose a threat to the city. However, it is also recognized that magic eaters will never pose a problem to a skilled Watch arcanist, who will be using magic only at their discretion. Warders are allowed to use any magic at any time in order to perform their duties, but cannot allow the conjuration of magic eaters to harm citizens in the line of duty. It is suggested that, should magic eaters be summoned while they are alone and chasing a criminal, they call for backup so that a less occupied watchman can deal with the threat without compromising the chase.
For the Mandate of Law Enforcement…… the Warders shall be recognized as an official part of the Sanctuary Watch. They will be awarded the same positions and rank in the Watch by the same criterion as anyone else. Warders shall be forbidden from achieving the rank of Sheriff without a unanimous council vote of approval, due to the corruptive nature of magic. The positions in the Watch show only their positions in their ability to perform functions in the Law, and not their arcane prowess or their experience.
For the Mandate of Experimentation…… the Warders shall form a collective of unranked members, who all report directly to a Lieutenant assigned by the Sheriff at the beginning of every council term. This Lieutenant may be changed at will by the Sheriff. Each member of the collective shall pursue their own individual projects, assigned by the Sheriff and for the defense of the city. The Warder is then entrusted with the ability to pursue whatever legal and just means necessary to finish the project, whether it be to keep it a secret and work only with other Warders, or to deploy adventurers and other mages to aid them in their studies and work. The results of their research, and the names of those involved, will be filed for all Warders to see, and for the review of the Lieutenant in charge. All Warders are expected to file a complete report to a bi-weekly session of the Sheriff and Council, which shall review their findings in a general sense. The Warder in question is given full authority to report only what they feel necessary to the Council and Sheriff, but should the Sheriff or presiding Lieutenant raise qualms about the lack of detail or length of detail, they may be disciplined appropriately.
For the Mandate of Magical Investigation…… the Warders are expected to catalogue any unusual magical occurrence in the city, and pursue an investigation of such matters. This will be in the domain of the collective, and thus be reported to the Lieutenant who is in charge. Magical investigations may either be pursued by the entire collective at a time, or by a single individual much as an experiment would be, as assigned by the leading Lieutenant or the Sheriff. The information gathered from these investigations, as they are usually related to the defense of the city, will be reported directly to the Sheriff alone at the conclusion of the investigation. The Sheriff may then decide whether or not to make the investigation known to the Council or the general public.
For the Future of Magic in Sanctuary…… it is recognized that mages are allowed to study in private, and act as citizens and not for or on behalf of the Warders. No citizen will have to register or document their use of magic, yet it shall always be an option. No badges or documents will need to be carried in order to cast in the city, and no sale of magically enchanted items shall be prohibited by the Warders without proper legal authority.
