When DMs say yes and no in the heat of things?

I've a LG cleric that was pissed of at citizens been killed during the Krown event, so i send a /dm asking if i could raise them (myself, with lvl5 cleric spell).

One DM said no, the other said i could try, so i picked the second option, no wanting to bother both of them while they were busy with the main event.

I thought either way it'd be of little consequence, since it concerns minor npcs (random citizens), but then i thought maybe when one says no and the other says go ahead, maybe you've some kinda policy on that.

Er, am i clear?

It's really minor. Raise dead shouldn't have worked on these NPCs.

Usually, it's nice if you send a tell saying : Well [DM]Bob told me this already if you get conflicting response so we can talk them over as we are not a single omnipotent entity.

As a rule of thumb, I'd say go with "no." Sometimes scenarios we hadn't anticipated occur and we need to discuss how to play things out, but don't have time in the middle of it all.
