I know there is already one spawn point in the region, but that spawn point is in a very inconvenient place that could, at any time, be cut off from access to others.
The Bazaar has tents inside, and there are obviously people holding up in there. So it makes sense that PC's could also set their spawn points in the Bazaar. It is a simple convenient gathering place for trade for those not allowed or welcomed in regime controlled territory.
