This is caused by the scaling of the chosen; they shouldn't use small creature or large creature-whichever you're using. Setting them to a humanoid should fix the animations.
That'll stop them from just gliding forward with their arms outstretched and not firing an animation.

I'm getting it too.. I have the efu overrides and the colored spell icons, but no others.

They animate correctly for me once they start to attack, but when I approach them, they are always in the same very unrealistic pose, with legs pressed tight together and arms spread wide, not moving at all. Once they spot a PC or opposed faction NPC, they snap out of it and start moving like normal. This only occurs for random spawns, quest Chosen seem fine from the time they spawn.
I only have the EfU overrides and the colored icons override.

I believe this is caused by the fact that those particular mobs stand stock still until they are triggered.
As opposed to wandering, like a lot of NPCs.

I've noticed this happens specifically in the Bowels of the Machine, if that helps identify the cause. I don't recall it ever happening with the Chosen in the alleyways before the Chosen invasion. I haven't lingered in the streets of Lower since the invasion to know whether it happens with the Chosen there.

Happens to me too. All Aggressive Chosen, frozen in time, arms out like they're trying to fly, then when they see you/you attack them, they run at you, arms flying, feet running, head bobbing, like normal.
