Respected members of the Order of the Spellguard,

I am reporting this to you as I could not find any off-duty watchmen when this information was found out. And I felt that the Spellguard would need to know this too.

The Chosen are in the ruins to the East of Upper. They have found a way up via the building at the top of said runes. I found this out during a mission of mercy for a young boy this dark. I would be happy to answer any questions you may have to the best of my ability.
