These are put up around the Low Way, the Canal, Lower, and on the Gate Road - and other areas where no Watch or Spellguard is present.

But a few days ago, seeming almost like a year to me now, before the War started, I heard the sending of Lieutenant Reynolds. How he explained that the Spellguard had enthralled Azzam, and that they had used the pretext of enthralled Watchmen to stage a coup.
Their words, and warnings, were proven true all too quickly. The Spellguard and their cronies, without warning, began to harass and execute the innocent and those who were loyal citizens in all but their own perverted eyes.
I and others went out to search for Reynolds, to uncover the truth to their accusations - whether they be true or false. Much to our own dismay, we discovered that the now-leaders of Sanctuary had indeed worked with the creature Phandiates, and other vile fiends, to enthrall and enslave and spread fear amongst the citizens of Sanctuary, to make it ripe for their take-over.
As their lies became apparent, and the harrassment of innocents began to pick up, I decided that I had had enough. It is not in my nature, nor in the teachings of Tempus, to stand idly by while the strong oppress the weak, while the cowards attack the brave, and while the foolish make themselves out to be wise.
So, as things turned for worse, I travelled to the nethers and located the Defenders of the Republic of Sanctuary. They - WE - are the only hope of a bright future that this city has. It lies not in those seeking "neutrality" - for neutrality will but favor those who seek to enslave and kill and gain power for themselves - or with the tyrannical Spellguard who most assuredly even now barters with monsters, fiends, and even the Appetite with our very souls.
It is not we who are the rebels. It is they. It is they who have outlawed that which made Sanctuary what it was - a haven, a free place, of the strong and the worthy. They usurped the rightful place of rulers - and it is they who, by all right, should be hounded and put to the sword.
We fight not to end authority. We fight not to end civilization, or the rule of law. We seek but to remove that which has perverted that which they claim to defend, and usurped without respect to the ideals they now have stolen.
This is why I fight.
