While survival is sometimes all that is needed to sway the beliefs of the common, however, profit will sway the merchants.

Perhaps promising greater Economic freedom that was gradually taken away by the council (Alcoholic beverages, poison) that is to be returned, and promising great profit by pledging support to the Host will sway them.

It is one of the stated goals of the Host to ensure that Sanctuary prospers economically. You are correct in your suggestion, and it is one that I am in full agreement with. I am reaching out to all potential allies, in particular well known merchant houses. I will take your suggestion to heart as we push to have them pledge their loyalty to the Host.
