I will watch this night.

These are the immortal words that founded Sanctuary. Charles Bresley created Sanctuary with his altruistic declaration. His willingness to stand tireless when all were exhausted; his willingness to put himself first in times of danger; his willingness to sacrifice himself to protect the weak - these ideals epitomise the spirit of Sanctuary. With his simple utterance, he also founded the first protectors of the city. To say that the Watchers and Warders, (the very first soldiers and mages dedicated to protecting the city, now the Watch and Spellguard) have been in existence since the first days of Sanctuary is to misunderstand their importance. Our city was created by this very delineation of those who guard and those who sleep. The selfless cooperation of the volunteers who would stand watch marks the very birth of our city.

For one hundred and fifty years Sanctuary has stood. Against all expectation and probability, our stout defenders have rebuffed countless waves of denizens of the dark. Often the casualties were so high the last wall protecting the city was raised from the bodies of dead and dying. Yet remembering the valiant words of our first citizen, more men and women stepped up to replace them, knowing full well their tasks were onerous and their fate was grim. These men and women proudly made the ultimate sacrifice for the safety of the whole of society.

I will watch this night.

So well have our defenders protected us, we no longer look outside our walls with fear. With the advances in animatrics, an organised Watch and Spellguard are assisted by the strongest of mechanical assistants, and this combined fighting force has routed each and every attempt to defeat us. Our enemies know this, and so they seek now to destroy the town from within. And yet the guardians of the city have not failed us here either. Despite the best attempts of psions, cults and sly manipulators of all kinds, the process of inter-organisational checks and balances has rebuffed countless attempts to pull us apart from within.

I will watch this night.

How ironic, then, that some of the greatest enemies of the town should be our own citizens. Citizens who have forgotten that only a thin line of men and women lies between them and oblivion beyond the walls. Demagogues and idealists, who think that the price of being alive is too high, if that means they cannot have complete freedom to do as they see fit at all times. Yet Sanctuary has always been an equitable city, and we have maintained a place for those who cannot abide the safety of the walls above, that place is Lower.

I will watch this night.

All we, the citizens of Sanctuary ask is this - if you will not fight with us, do not fight against us. Go down to Lower and enjoy the privileges freedom without authority has won. Our town was born with the creation of the Watch and Spellguard. They are the key stone to the success of our community. If you insist on assailing the bastions of strength which have held together Sanctuary for all these years, then you are no better than the any other monstrous fiend that beats against our gates. If you insist on eroding the pillars upon which our safety and unity rests, we will treat you as any other hostile invader. We will watch over our less able brothers and sisters, and we will kill you when you come.
