Citizens of Sanctuary. our city is in a dangerously divided condition. A so-called Rebellion against the very integrity of our state tries our fragile government, which threatens to fall apart if firm, decisive and reliable leadership is not immediately established.

The Council cannot provide this to you. The Council is flawed: Its decisions are slow. Its membership is lethargic and drawn from a pool of candidates which is unqualified to make decisions on behalf of the people of Sanctuary. Time and time again it has been proven that destructive and selfish forces can easily assume power and corrupt the entire body from the inside.

This has occurred already this term. The rebellion has corrupted your Council, and our need for firm and decisive leadership is clearer than ever. It is with a heavy heart, therefore, that I announce the disbandment of the Council.

In its place will spring a new administration – a unity of the authorities of the highest tiers of the Watch and Spellguard. Commander Simms and myself are already deep in discussion regarding a number of changes which are planned to the laws and structures of our city.

We ask the People to take this new regime to heart, and understand that we do what we do for your well-being and security. Thank you for your attention – I am due to meet with the Commander and regret that I am unable to address any of your questions.
