A Letter to the Council-On the Budget and Defense.

To the Council,

Given the time of crisis, both the Watch and the Order are dealing with both the imminent threat of a Chosen invasion, as well as the constant threat of the rebellion.

To that end, I propose that the entirety of the discretionary budget be divided between the Watch and the Order. If that is not acceptable, then eight percent of it should be divided, for four percent to each organization.

I also propose that the five percent surplus left to administration and maintenance by the loss of the Canal Ward be divided to the Watch and the Order as well, for two and a half percent to each organization.

In conclusion, the recommended budget would appear as such,

Civil Spending - 25% [15% decrease]

Administration 15% [2% decrease] Maintenance 10% [3% decrease] Discretionary 0% [10% decrease]

Civil Defense - 75% [15% increase]

Watch 39.5% [7.5% increase] Spellguard 34.5%% [7.5% increase] Seekers 1% [Unchanged]

An acceptable alternative would be:

Civil Spending - 27% [13% decrease]

Administration 15% [2% decrease] Maintenance 10% [3% decrease] Discretionary 2% [8% decrease]

Civil Defense - 73% [13% increase]

Watch 38.5% [6.5% increase] Spellguard 33.5% [6.5% increase] Seekers 1% [Unchanged]

After speaking with various Councilors, and their desire to keep half of the discretionary budget intact. Here is an updated budget proposal that I have been working on.

Civil Spending - 27% [13% decrease]

Administration 12% [5% decrease] Maintenance 10% [3% decrease] Discretionary 5% [5% decrease]

Civil Defense - 73% [13% increase]

Watch 38.5% [6.5% increase] Spellguard 33.5% [6.5% increase] Seekers 1% [Unchanged]

I do hope that it is found to be more suitable than my last proposal.

Exact figures on where the six and a half percent will be allocated will be forthcoming soon.

Inquisitor,

Last term's civil spending was notably bloated and will require changes. We must bear in mind that some of our city's income will be going towards the preservation of the alliance with the Great Shadow Death, which has not been explicitly taken into account in your proposal. We can remove it prior to the total revenue calculation, and then use these numbers, but that will drastically reduce the amount of gold available.

Lastly, I'm worried about the drastic decrease to discretionary. Councilor Deepingdale made the great mistake of promoting a low discretionary and over-estimated his ability to allocate funds elsewhere for city projects.

Inquisitor, we should consider the possibility of expanding city revenue aside from simply raising taxes. I'll be in contact to speak of this further. Thank you again for your assistance in drafting a budget proposal, and I'll submit it for review and voting after we have a chance to sit and discuss.
