I was talking to SylvyrDragon on the phone today and got an idea to help with Cleaning up Old characters that is player driven, but Server controlled.
Right now when you die you go to Phulge Plane and speak with a servant of Kelemvor to trigger the respawning.
But if you were to create a mirror of the Mortuary that is in the city. And have it set where a statue of Kelemvor speaks to the player saying something like:
"IF you lay yourself among those already here, you may not return to realms of the Living. Do you truly wish to do this?"
Then when the player says yes, that will trigger a logic flag in the server. So the next time you do a reset, all the flags that are set to yes deletes the character. It is a simple If/Then logic loop.
This will allow people to get rid of characters that are Perma Dead, and help control space on the Server too! More space opened means that you have room to add more things for play! A win/win situation.

We prefer to avoid the drama such devices tend to unnecessarily create.
By all means, though, if you want your vault cleaned just try to get a hold of a DM on IRC or through PM's. There have been other topics on this in the past, though I am too lazy to search and link them at the moment, they have a more in depth explanation for this.

Some players would perma their character in a fit of rage, after an irritating death, and regret it later. The option to perma a character is unavailable due to the irrational choices someone may make after a death. Dying, after all, is not fun.

There is no real advantage to having a smaller vault for technical reasons. The servervault is a matter of harddisk space on the server, which is essentially unlimited for us, module resources (which things like areas, scripts, etc.) are an entirely different matter.

And unless something has changed, we do not have the plugins that allow us to retrieve the exact .bic file that each character is associated with. This means there is not a reliable way to delete the specific character -- there are some 'hack-jobs' and corners that can be cut, but they simply aren't a perfect replacement for what you need to do this.
