To any of whom this might concern:
I'm aware that, in order for me to practice the Arts down here, I'm required to have a spellcasting permission. I was recently informed, in a not so friendly way, that, to get such a permission, I'd have to address a letter to you. I do not know how you wish to go about this thing, but I gather you'll have to meet me in person for it to be official. I can be reached at the building known as the Rock Bottom Tavern.Aseir Greycastle
PS: It has taken me 4 days to find out what to do and, while I'm no patient man myself, I know several people that would've not even lasted 1 day before spouting incantations at whatever they please. Not even at your quite so impressive tower was this information attainable. Granted, I do not know your intentions with the ban, but I suggest you consider doing something about this, so as to avoid colleagues in the practice grow weary of not being able to acquire aforementioned permission and thus will cast regardless.

Any of the mages at the Spellguard Tower, including myself, would have explained this to you immediately, had you actually inquired about it. As you evidently did not, there is little that I, or any of my colleagues, could have done. While I apologize for the inconvenience, I appreciate that you have gone through the proper procedures to register as a spellcaster -- namely, filling out a registration form and receiving a badge -- rather than acting with criminal disregard for the law.
About your concerns, if you feel that the laws against illegal spellcasting are not sufficiently severe as to, on their own, prevent criminal behavior, I recommend that you speak with one of our agents about proposing stronger laws to the Council. We have had plans to make such a proposal for some time now, but our immediate law enforcement and civil defense duties have always come first and so legislative proposals have been delayed. It is inspiring to see citizens so eager to involve themselves in the political process, though, and I wholeheartedly encourage you to pursue the enactment of such stronger laws.
