Rufus is currently in a corner in the Town Hall. This causes all the NPC's wandering around to get stuck behind him and ultimately causing a crowd around him.

I'd like to see him moved further away from the corner so that the NPC's that are typically in there actually can be able to walk around.

As it is, they always end up gathering by him, accidentally.
