I believe it would be good to have the "common" server npcs, especially those who say nothing when your char interact with them, talk about things such as rumors, comments on last events, etc, just as it would happen irl. For example, npcs in the inns could be scripted to periodically say random stuff about the place they live in, just as it happens in some areas of the NWN OC. What do you think?

Have you tried talking with the Citizen NPCs in Lower/Upper? They do exactly that, and we actually have it set up with EFUSL to dynamically modify what they say.
I think 'guest' means scripted to jsut randomly speak, withotu a PC initiating the conversation.
Also ; A lot of NPCs dont seem to get these updates. Some of the NPCs in old sanctuary and the residential district, are using pretty old ones.
Some of the NPCs talk about the general state of Sanctuary; how they feel about Sanctuary (both of which can be generalisations). Other NPCs do change with the times, reflecting the common knowledge of what is happening in Sanctuary. I think the NPCs inside Sanctuary are fine at the moment.
Automatic speaking is both very annoying for players in the long run and impacts performance. The rumour system we have in place is a table of short lines from which one is randomly selected everytime a hooked up NPC is spoken to. This means you can get some very old rumours that are nevertheless still valid.
