Do not forget that this same man was once the second in command of House Montezzi which has murdered many of our own people and acted against us, however even without such a tainted past history there are still many other reasons to ignore him.
Yes, I served the Prince. There was war. Some foes were slain, many more were shown mercy and clemency numerous times. We brought order and prosperity to the people of Lower. The streets were safe, trading for the economic empowerment of all was pursued and honor was an ideal which we ensured became important in a place that never even knew what it was. Then the House crumbled after the Prince died valiantly defending his subjects from the spider which slew many innocents, released by the city authorities to deal with a political foe that did not even desire conflict.

There is a difference between offering praise and bowing down in servitude. Etorix does not wish overlordship of your people. If he did, he would merely fly here and subjugate you all. He wishes the love and respect of the people he protects.
Generic zealot I say to you that this is completely false, if Etorix was benevolent in any way, he would not push us about as if we are mere slaves and he would not have attacked us or make demands at every moment that we acted against his wishes.

When he came to the city gates, people tried to foolishly murder him. If the magically enchanted gates were destroyed in a single instant with no effort, do you truly believe Sanctuary would still be standing if he truly wished to attack you?
