The speech is made over the sending system by a man donned in black and green armor, while holding his cloak around his shoulders is a symbol of the Zhentarim.

I would like to address a few matters that have come towards my attention of late.

Firstly I would like to address the citizens of this Sanctuary, the Zhentarim organisation is merely an organisation that brings forth merchants within and under one banner, as such we have no restrictions upon trade, for it is these restrictions upon trade that limit the success of a business, it is these restrictions upon trade that has even seen this very city begin to crumble due to the financial difficulties it faces.

Secondly, it is the will of Bane, which we respect those in authority and their laws, as such our dealings are of legal products, yet they are those that would still question the credibility of our name, mere zealots. By doing this you only hinder the prosperity we aim to bring towards Sanctuary, the opportunities and new doors we open.

Thirdly, should any citizens wish to make themselves enemies of what we stand for, and then they shall be punishable according to the law, therefore do so at your own peril. We do not fear those that would wish to make an attempt at destroying our honest business. Last and not least, I wish to finish on a positive note, it is our aim to aid those that welcome us, as such the citizens of lower who face financial hardship shall be distributed with a large amount of funding in the coming future, as it is our goal to see that the quality of life within Lower is improved.
