A Spellguard Proclamation: Etorix.

Citizens of Sanctuary in the early hours of the dark would hear an Elven Woman announce that the Spellguard intends to make a proclamation at the Town Hall podium. Ten minutes later, the speech is given, and the proclamation is tacked up outside of the Town Hall with the exact contents of the Speech.

Citizens of Sanctuary,

These are trying times for both those who would defend our city; and those who dwell within it under their protection. Drow come to our gates, threatening war if they do not have their slaves. Illithids managed to enslave the minds and hearts of an organization we have long placed our trust in, the Watch.

Under the leadership of Sheriff Werner Sheps, the Watch is working hard in union with the Spellguard to restore order to Sanctuary, and your lost trust in the Watch. I come to you today, as a representative of the Spellguard Order not to make excuses for the faults of Sheriff Azrus Azzam and his coterie of thralls. Nor do I make excuses for the Citizens who united with the Brotherhood of the Ooze that inadvertently endangered us all. No. I am here on behalf of the Order to produce results. Sanctuary will be stable once more, and neither Drow, nor Illithids will darken the beacon of light that Sanctuary is in the shadows of the Underdark.

The most benevolent, Great Shadow Death, Etorix has long protected Sanctuary and despite the many insults that our citizens have cast at our guardian; he has always come through for us in our times of need. Even when Sanctuary had rejected the most exalted, Great Shadow Death, he has never fully rejected us.

As a representative of the Spellguard Order, I have been vested with the authority to state that Sanctuary's best interests lay in accepting the protection of Etorix. The Spellguard Order stands by his eminence, the Great Shadow Death, his edicts, his servants, and his protection.

In return, the Great Shadow Death will turn back the Drow armies and the aberrant hordes that threaten us. Not even the matron mothers of Traensyr would dare to attack the allies of the Great Shadow Death.

I urge all citizens to set aside their misgivings, and accept that the Great Shadow Death has the best interests of Sanctuary in mind. With his protection, the Watch and Spellguard Order will be free to stabilize Sanctuary internally, secure under the Wings of his most benevolent Great Shadow Death.

Sanctuary will be safe. It will be stable. And those that threaten our city, will be punished.
