A letter to Belo Macasta (DM)

Dear Belo Macasta,

It has come to my attention that a certain amount of independent merchants have taken to using your inn as a location to trade, without having to pay the solicitor's fee, or even, hire a stall. More often than not they do not even hire a room or buy a drink from Rak, moving on their way once the deal is done.

This undermines both your mercantile empire, the merchants of which pay taxes as the dutiful citizens they are, inevitably putting you at a disadvantage, and the city, which is not receiving the taxes from the Solicitor's law that it should be.

I would like to request that you prohibit these transactions from taking place in your inn. Anyone who breaks this prohibition would be considered trespassing.
