*sealed letter addressed to Councilor Starag*

Honourable Councilor,

My name is Praetorius, warrior in Bane's name. Myself and a few others of my faith, including priest Matho, who sent the letter, comprise the Council of Bane. Our group is admittedly only recently formed, which is probably why you have not heard of us. Personally, I don't think not having acquired a famous reputation as yet should in any way affect the gravity of our warning.

In correlation with the Will of Bane, our group is here to protect Sanctuary at every turn, as I have previously stated publicly. The Watch, Spellguard and Council may call on us for aid at any time, and I assure you it will be lent.

One of our faith, Coronado, has openly admitted to us his plan for a military coup to take control of Sanctuary, and eventually mold it into a despotic military power, with the final aim being the destruction of Traensyr. He claims that this was his divine mission here, granted to him through a vision by Bane. Our priest, Matho, clearly rejects this as impossible.

Furthermore, Coronado claims he is in league with a goodly number of conspirators, both in the Spellguard and without.

Thus, our letters and public notices. The letters to the Spellguard and Council were at first all we were going to send. However, if what Coronado says is true, there are many conspirators. Hence, we deemed it necessary to make it public, so that all citizens are aware of any possible treachery. We beleive this was the right move to make.

To reiterate, the Council of Bane sent out these letters and notices not as slander, but as warnings. If what Coronado said was true, then swift public annoucement of his plans was the first logical step in thwarting them. If people are aware of treachery, they look for it. If what he says is not true, for some reason, then his heretical views have been made public. This thereby disassociates himself from us, which is also advantageous.

The Council of Bane is here to aid Sanctuary, and help protect it and its citizens. Our goodwill and strength is perhaps most notable in our charity program in lower Sanctuary, which will be commencing soon. Again, we are first and foremost allies of the Council and Spellguard, rather than foes.

I would ask that you at the *very* least keep a watchful eye on Coronado and his activities. He and his fellow conspirators are a threat to the city.

Our claims and intentions are very lawful.

Your public announcements were reckless and have jeopardized any possible investigation into this matter. If they are baseless and untrue, you have sown only discord and distrust. If they are valid and accurate, you have alerted the conspirators and they will have ample time to conceal the entire affair before any can be brought to justice. Your failure to bring the matter to the Watch, where it could be properly investigated and criminal charges made against those who would work to undermine our government, and your decision to instead make it into a public issue, has ensured that any investigation will be crippled from the start and will almost certainly collapse due to lack of reliable evidence.

I strongly recommend, if you want to see any actual results, that you take whatever solid evidence you have directly to the Watch now and refrain from further ineffectual self-aggrandizing pronunciations.

The very reason the plans of the coup were made public is because there are an unknown number of co-conspirators, in unkown positions. A public annoucement will inevitavly lead to a mass abandonement of any plans to overthrow your Council, as everyone will be on the lookout for treachery.

On the other hand, if we merely sent letters to the Watch, and maybe the Spellguard, the first person who recieved it (or perhaps if multiple copies were sent, all who recieved it) might be one of the co-conspirators. The note would be destroyed, myself and priest Matho Julic likely assasinated, and the attempt at a militant seizure of control likely would have went ahead.

To reiterate, our actions, though perhaps unwise and rash on the surface, are on a deeper level very thoughtful and well-intentioned. We sought neither aggrandizement nor slander.

The Council of Bane is here for the city, and we will take any measure to protect its citizens from threats. Coronado and his co-consirators are a threat. He is a heretic and should not, under any circumstances, be associated with the true faithful of Bane here in the city.
