A letter to the Council

Honourable Council,

Our city is in turmoil after the great betrayal of Sheriff Azzam. While I am greatly disturbed at the events of the past few days, and would like nothing more than to mourn the loss of the man I once thought a hero, a man I thought my Sheriff, I must not, for with his death our city has fallen into turmoil, the Watch is unorganized without a figure for us all to look up to and obey. We need a Sheriff. A wise Sheriff, an intelligent Sheriff, a Sheriff with the necessary foresight and will to do what must be done.

There is only one man who I can think of that is worthy of the name. Lieutenant Sheps. He alone had the foresight to order the mass thrall investigation of the Watch and he showed no hesitation in finishing his enthralled nephew, although the deed did pain him to no end. He saw the first thrall, and he saw the last. I fully believe that he is the most suitable candidate, and am sure I am not alone in this. I beg you to act with alacrity, and install him to guard our streets and homes, while we still have them.
