People of Lower Sanctuary,

What horrific and distorted times we live when the collective people of lower would allow itself to implode into an oasis of corruption, murderous anarchy, and blasphemous heretical visions. What depths of the abyss would the people of lower, who once valued freedom from tyranny above all else, derive reason from to trade their logic for madness by forsaking the governing leadership of the Council of Upper for the totalitarian rule of Gangs, House Montezzi or goblinoid creatures? When would the once proud and outspoken people of lower rather have vile slaver races of the Duergar to protect your lives and possessions, over the Watch or like defense organizations?

I recognizes that historical ills of the council’s performance to the People of Sanctuary. I will not make excuses for predecessor councilmen pertaining to all of the failed deliveries to the people of Sanctuary. I recognize that men and women are inherently weak and easily seduced by dark and conniving powers of false gods, when there is no goodly worship of Tyr or the Triad within their lives.

I write this communiqué to relay to you what my heart and conscious demands. As a third generation resident of Sanctuary, I have come to understand that you are my community. Every life needlessly taken and every soul seduced by the powers of darkness makes me ache. I relay the true word of the tenets of Tyr and ask each of you to protect your lives and soul by returning to the true teachings of Tyr! Learn and live the word of Tyr and fight the darkness that blankets you! Common citizens should pick up arms and protect those around them by returning to the virtues of justice, courage, and compassion. You will find your faith and honor through service for your community. Provide your share of tithing to beacons of light such as the Temple of Tyr or charitable organizations. By doing so, will cause the darkness that soaks into your lives dissipates. Frequently visit the Temple of Tyr and be renewed in your faith!
