Agent Symbaern, please find enclosed my research proposal and a summary of the proposed merits from said research.

Problem: Free transit using interspatial manipulation is limited within the area of the Dunwarren. These prevent the teleportation in and out of the confines of Sanctuary. Although clearly these fields are manipulable using technology (RTD's), and perhaps other exotic methods, there are lateral approaches to this problem.

Solution: Every summon is a temporary pathway between another dimension and our own. This regular movement between planes demonstrates a technical possibility. With correct substitution one may be able to transport a being here then rubber band back to its plane on its shock inversion wave, leaving it in our plane. Or it may be possible by negotiation for a creature on another plane to summon us to their plane by similar methods, and from that location move (where teleportation is not limited) to the astral plane for temporally compressed spatial transition.

Problem: We are surrounded on all sides by hostiles - drow, illithid, duergar and beholders. We have no strong allies, and even if there were potential allies, we have little to offer those who might be useful to us.

Solution: With lateral communication across planes, we can make allies with people in nearby extra-spatial locations. While some may be hostile or too alien for practical communication, the possibility remains we can find some common ground. In addition resources that are common here may be scant in other dimensions, allowing for increased leverage.

Problem: Out manpower is limited by the unpredictable stream of escaped slaves. Our defence lacks because of the limited powers of our flesh and bone defenders. While the animatrons fill part of this enormous void, there is more work needed for security.

Solution: Various extraordinary beasts have been summoned and compelled to serve. The city defences would be well served by the summoning of permanent or semi-permanent magical creatures. An outside would have to be chosen based on temperament, practicality and physical appearance (many outsiders would only further diminish the already low moral of the town).

Thus advanced conjuration study offers potential practical results to immediate challenges faced by the city. To accomplish these goals I would need only a moderate expenditure of resources. An area for summoning, preferably pre-warded, and the use of associates for the collection of reagents around the lake.
