As already advised numerous times, a representative of your Order invested with the authority of your Commander, or the Commander himself, is to make a public admission of guilt in which it is clearly stated that the Spellguard bred the mutant spider that attacked Shadow Tribe vassal House Montezzi, and apologize to the people of Lower for the deaths of innocents this act definitely caused.

I will remind you that this is the only outstanding reparation your city has not yet met. If you fail to deliver then of course the other facets of the reparations will be considered unpaid as well. Subsistence trade will be completely severed, the legions of the Shadow Tribe mobilized and the smoldering wrath of Etorix Himself shall be fatally ignited.
