Okay, something needs to be cleared up a bit...
I think this may be confusing people, “Thay have fair skin, sometimes tinged with blue, and hair of silver-white,” should be edited in the post you have here on the EfU forums. (Not to mention that the “ThAy” should be “ThEy”.)
Moon elves have pale skin, tinged with icey blue towards their ear tips, chins and noses, as well as other bodily extremities (simaler to that of a siamese cat).
They do not have blue or gray skin. Well maybe a very, very pale gray but not a blue or dark gray skin tone. I mean unless of course EfU likes having Moon elves that look different from those on the surface of Faerun.
Picture if you would, this little guy in elf form and you have a Moon elf.

I think the word "tinged" is the key in that sentence. I'd interpret that as very pale, there is no blue, or gray in nwn thats pale enough to match an elves skin though sadly!

Off white, or fair untanned flesh tone would be the predominate color. If a Moon elf has darker blue points (as apposed to icy-blue) or gray points it should be added in thier description.
Sorry this is just my opinion, I’m not trying to dictate anything. If the powers that be on EfU don’t mind moon-elves looking like a drow or an aquadic elves then so be it.

We do indeed mind blue-blue or dusky/Drowesque elves. That said, there -is- a distinctly blue but fairly-white/pale skin tone available that might be acceptable. But, any other color other than the palest from that row/block gets wild and inappropriate.
