A figure in dark clothing slinks warily around the shadows, tacking a flyer up here, strewing more about elsewhere. The majority of the posted ones are near prominent Upper buildings. A great number more are left lying about the shadowy alleys of Lower for the meager, stale breezes to toss about.

Upon the flyers, a faint image of a menacing Duergar is boldly painted over with red letters, reading:

The Tigereyes are not in Sanctuary to ensure our safety! Tigereyes have been heard discussing their real plans, the complete enslavement of Sanctuary's citizens. The Tigereye Captain is a Duergar and we all know what Duergar want! Slaves! They intend to distance themselves from the real authority figures in Sanctuary - The Watch, Spellguard and Seekers - so that they can lock off Lower Sanctuary, sell all the people of Lower into slavery and then go for the rest of Sanctuary! We are all in danger as long as the Tigereyes are allowed to continue their devilish plans!
