Yes.
But, obviously not a scripted function.
Shifters have no true form, and so you would only see a shapeless, mysterious visage that you couldn't recognize.
So casting true seeing in the presence of a shifter, would be cause to be completely confused and spaz out, if I understand caddies right?
No. It would mean you just saw a shapeless form. Your character can react to that however you like.
Hold off on that answer until the DM team has a chance to discuss this.
The answer to this question is that True Seeing does not allow you to correctly see the true form of shifters, druid in wildshape, or otherwise polymorphed PCs. Please disregard any DM communications before hand saying otherwise.
