City Council,
Regarding Shadow Tribe reparations:
The thirty thousand gold to be paid has been dropped to fifteen thousand by us, to be paid to us before the next Council term. I suggest you take it out of the Spellguard's budget if possible, given that they are the ones responsible for us even demanding this in the first place. We will either accept the money immediately, or if you must prattle for days and days about where it is to come from, we shall also accept a written statement signed by a majority of your Council stating that fifteen thousand will be paid to us by the next Council term. Once either of these things occur, this facet of the reparations shall be considered paid.
My effects have been returned in full and my trial's verdict overturned, so this facet is complete.
Like the issue of the aforementioned gold, we will accept immediate start of construction on a new statue or a written and signed document stating your Council's acceptance that a statue be fashioned by your city by the end of the next Council term.
The formal apology is to be given by any Spellguard employee vested with Simms' authority within a week. This apology must include an admittance on the Spellguard's part that they did in fact incubate the monstrous spider with the intent to unleash it on House Montezzi, and that they were aware of the fact it would kill many innocents during the process. I have sent a letter to Simms regarding this but no reply has been sent. I suggest you inform him as you have offered to do so.
I will point out that if even one of these demands are not met, then your entire city will be considered by us as unwilling to pay the reparations in full. We will sever all trade (currently you are receiving subsistence trade from us), the resources and legions of the Shadow Tribe (which doesn't just include kobolds) will be mobilized and the patience of Etorix shall be stretched terrifyingly thin.
In summary, only one facet of the reparations has to date been seen to. They were delivered weeks ago to you. Therefore we can only allow you one week further for them to be met. I've only been able to contact two Councilors, and of them, only Councilor Kainth has been of any help so far and for that I do thank him. He at least is reasonable and understands the gravity of the situation at hand.
When the reparations are paid we may move on to discussions about the renewal of the protection and trade we used to offer you (which will correlate with the other outstanding demands that Ambassador Claw delivered which have still to be met or deliberated over).
Respectfully,
Ambassador Ignatiev
