This would save DMs some work, and players would be able to join sooner. The tool would of course only be given to high ranking PCs of the faction to moderate the usage and would be non-lootable.
This might not fit all the factions, but I would think majority would benefit from it. Secondly, I am sure DMs would still able to get reports and monitor the faction quite easily, so any abuse of the tool would be quite easily detected.
I suggest this, as I have found myself in situation where members are unable to get themselves flagged to the faction due to their playing times or DMs simply being occupied.

As long as this item could not be transferred or taken, this is a very good suggestion. There's an issue of there not always being a DM around to give this item to faction leaders/higher-ups, but it's outweighed by the fact that it only needs to be given to select PCs, not every single one.

Alternatively it could just be an additional function in the Crafting Menu for PC's that are marked as "recruiter" for specific faction, that would not even need any new OOC item. You could of course only recruit to the faction you are marked as "recruiter".
While I am at it, ability to list current faction members online would be useful too (gives some feedback to you if you successfully marked someone for the faction).

This is a decent idea, maybe we could have a list of current faction members and little extras like a "message of the day" added as well. Just to add to the whole faction feel.

Yes, all those options would be great. However, for initial phase just to have ability to add members to the faction would be really useful.
