For the sake of brevity I've listed only those Council hopefuls with criminal records.

Morgan Maddocks

Two counts of minor crimes for public nuisance, soliciting an officer of the Watch whilst on duty and assault.

Association with the criminal organisation known as the Underwatch.

One count of minor crimes for failure to cooperate with an officer of the law. Sustained criminal behaviour, for which he was banished for the period of two days and ordered to severe all ties with the House of Light as per the judgement of Councilmember Bhast. Detained a second time for violaton of the terms of sentence.
