The situation between the self proclaimed, goblin led 'kingdom' of Maglibuya, and the citizenry of your Ward is becoming tense. The goblin 'prince' has overstepped line after line, murdering Councilmen and Sanctuary officials.

Since the Lower Ward was intended to become a protectorate of Old Sanctuary, governed by a person appointed by the Council, I therefore wish to remind you that action is needed. The goblin's forces may be fearsome to the small groups of law enforcers and adventurers, but to an invasion and occupation force, they would be no threat.

Therefore, I suggest you urge or convince Sheriff Azzam into ordering an invasion force to be assembled. This to prevent a worsening of the current state, and the removal of the disgrace that is a self-proclaimed goblin ruling our neighbour land.
