Withdraw your proclaimation. Lower will soon be peacefully handed over to our government, as per the will of the Great Shadow Death. You are going to be offered a pardon for any past crimes. I might also be willing to offer you a guest pass (confined to Lower, of course) if you cooperate. There may be a place for you in the future of Lower, but not if you are difficult about it.

why do you even want lower

there is nothing in lower for you and the goblins need a home after upper so cruely hunted and banished them all from your 'sanctuary'

watch have taken over lower two times in history and had to retreat both times due to rebels and bloodshed

there are no resources in lower and there are only more boundaries a stretched watch needs to defend

the spellguard cannot assassinate everyone in an army of chosen or an army of goblins that may invade

would you not rather deal with someone else who loses men defending an area that will provide you with all that you want

furthermore ghyrrt does not care if you clear him of crimes or not because ghyrrt is a goblin and is to be hunted on sight anyway and if you give him a guest pass will only use that to lure him to upper and then take it away and kill him 'legally'
