Ambassador,

I'm glad we had the chance to meet and iron out our issues. Below is a draft of the treaty we are offering. I think you'll find we went beyond the demands you discussed even, as proof of our loyalty and willingness to appease the Great Shadow Death. The final draft will be in much more colorful language as well, but essentially it will cover these terms.

• The Canal Port is now to be considered by all as the domain of the Illustrious Serpent.

• Lower Sanctuary shall be adopted back into Sanctuary, and placed under the control of the Sanctuary Government.

• Pyotr Ignatiev is now to be known by all as an Apostle of Etorix, his honored Disciple, Governor of the Canal Port and Ambassador to the City of Sanctuary. He is to be shown the recognition and deference such a position merits, and is not to be harmed upon risk of Etorix' ire.

• A Governor shall be installed in the Montezzi Fortress appointed by the Council. He is to be shown the recognition and deference such a position merits, and is not to be harmed upon risk of Etorix' ire

• The Temple of Hoar in Lower is to be considered by all as property of the Illustrious Serpent. It will be consecrated as a Temple to Him where all can worship His hallowed name.

• While the shadow tribe shall be free to trade as they please, it shall not allow any slaving community leave the confines of their boats to do so.

• Sanctuary may station ships in the Port without charge. Additionally, goods traveling on these ships shall not be taxed.

• Goods coming into Sanctuary businesses from sources other then the Shadow Tribe shall also not be taxed.

• All confiscated property of Pyotr Ignatiev will be returned in full

• Pyotr Ignatiev shall be given pardon for his confessed crimes and allowed to come and go through Sanctuary as he pleases.

• All former Montezzi house members, with outstanding warrants, shall be granted Pardons should they confess their crimes to the Watch.

• The Great Shadow Death agrees to reinstate its protection in the underdark for the city of Sanctuary.
