Letter to Councilor Saint

Councilor Saint,

As I promised you here is my proposal for moving forward.

Sanctuary Renewal Act At this point in time we are faced with a number of troubles. Primarily we find ourselves overly dependant on outside resources. We must become self-sufficient. This Renewal Act is designed to begin paving the way forward.

To that end the following is being proposed:

1. All unemployed citizens are to report to the Office of the Herald within ten days of this act being passed. They are to give their name, their current place of residence, as well as any skills that they may possess. To fail to do this is a minor crime. Adventurers and Mercenaries are considered employed.

2. An alliance will be made with the local druids.

3. There are a number of mostly abandoned caves in the Upper Ward. These caves, as per the alliance with the local druids, shall be made fertile and suitable for farming.

4. As per the alliance with the druids, any citizens who are capable of farming in the Underdark shall be trained by them so that they may begin farming within the established areas in the city.

5. The Purst Pig Farm shall be repossessed by the City Council. The land shall be inspected, expanded, and turned into a Rothe and Mushroom Farm.

6. The School of War shall be cleaned up and made once again suitable for use. All unemployed citizens between the ages of fourteen and thirty-five shall be sent to the School of War for basic training. This basic training shall involve knowledge of how to use a small shield, short sword and a spear. This will allow citizens to defend themselves in case of a dire emergency where all hands are required to defend the city. The School of War must become capable of at least fully training twenty-five citizens per month.

7. A toll shall be established in the In Between. The Toll shall be set at 100 coins. City Employees and Defenders shall be allowed to pass the Toll for free.

8. A donation bowl shall be placed in the Office of the Herald. Citizens who contribute 1,000 coins or more shall have their names engraved on a plaque. Citizens who contribute 10,000 coins or more shall receive other special recognitions. The Office of the Herald shall be charged with monitoring the donations.

9. No other Banks shall be established within Sanctuary other than the First Bank of Sanctuary. All banks within Sanctuary that are not the First Bank shall have their coins diverted to the First Bank.

10. The First Bank shall set up a merchants account. For 1,000 coins a citizen may establish a merchant account at the First Bank of Sanctuary. After paying the 1,000 coins set-up fee the Merchant shall be exempt from paying the standard surcharge fee.

11. In times of dire emergency the City Council shall have the right to draw up to 10% from all Merchant Accounts in the First Sanctuary Bank.

12. All businesses in Sanctuary must register with the Office of the Herald.

13. All registered businesses within Sanctuary may gain access to the unemployment list so that they may hire the necessary workers.

The Sanctuary For All Act In accordance with past laws and recent events it is time for Sanctuary to once again revaluate its stance on monstrous races. To that end I am proposing the following.

1. The Welcomed Races and Monsters Act shall be resent to be replaced with the Sanctuary For All Act.

2. All who enter the domain under the rule of the Council must register with the Office of the Herald within 24 Hours or be charged with Serious Crimes. All who register with the Office of the Herald must supply the following information:

- Name - Race - Religion - Employment Status & Skills - Identify themselves as a magic user

Failing to do this or providing false information is a Serious Crime.

3. Only the following citizens shall be granted full citizenship rights upon registration: humans, dwarves (excluding duergar), elves (excluding drow), halflings, gnomes, half-orcs and half-elves (excluding half-drow).

4. All other races with the exception of Chosen, Drow and Aberrant Creatures shall be granted guest citizenship.

5. Chosen, Drow and Aberrant Creatures are to be slain on sight. If possible Drow and Chosen are to be captured and handed over to the Watch for questioning then killed. A full report is to be given to the Council when such creatures are spotted and slain.

6. All guest citizens lack the following rights:

- They may not vote in elections. - Murdering of these creatures shall only be considered a Serious Crime. - The arresting Watchman may consider how to deal with the creature if it commits a capital crime. Preferably the guest citizen will be slain or exiled depending on the crime. No Councilor is required to oversee the case. - The guest citizen must renounce any malevolent racial deities. Failure to do this is a Capital Crime. - Entering into enemy lands within the city (the Chosen being an exception) is a Capital Crime. - The guest citizen must pledge alliance to Sanctuary and the Council and abandon any tribe or clan. Failure to do so is a Capital Crime. - Any guest citizen may be arrested at any time by a member of the Sanctuary Watch for questioning. - Any guest citizen who wishes to establish a business in Sanctuary must receive the approval of the Council. - All guest citizens are encourage to integrate as best as possible into Sanctuary.

7. All guest citizens may apply to become full citizens after receiving the recommendation of three or more full citizens. A single Councilor may grant full citizenship rights to a guest citizen.

8. All able bodied guest citizens are to be assigned to tasks that integrate them into Sanctuary Society and Culture, removing them from their monstrous ways of life. If this is not possible they are to be assigned to hard labor jobs that are difficult or dangerous for full citizens.

9. All guest citizens may be paid half of what full citizens are paid for any normal job.

10. Any guest citizen believed to be consorting with enemies or potential enemies of the Council and Sanctuary shall result in immediate stoning and death.

11. Only humans, dwarves (excluding duergar), elves (excluding drow), halflings, gnomes, half-orcs and half-elves (excluding half-drow) shall be allowed to run for Council.

Mister Reynolds,

this much effort is surely appreciated. However I see difficulties of sorts, therefore you should be aware of some things, and maybe explain some in more detail to me before I go ahead. If this should sound a little negative, I apologise in advance, but I am trying to get the best out of it as I possibly can. Thank you. My thoughts are as follows..

1. Generally in favor of this, but forcing them to do so does not only add a ngative touch to the whole thing, also it would be very hard and extensive to find out who had failed to report in. It should be voluntarily.

2. No such alliance will be proposed, encouraged or endorsed by me. I had enough contact with those individuals to make my own opinion, which is not favorable at all. However, if you really believe in this, "Councilor" Kainth is the one who will probably be able to pursue this for you.

3. I am not really aware of any such caves in the vicinity.

4. I believe we could do this by ourselves.

5. It is rather uncertain that we could do that. It seems like private property to me.

6. We have to check in what the school of war is, or is not doing already since I prefer to leave them to their own machinations. However, our community is composed of warriors, thinkers and tinkerers. I do not want to waste potential by assigning them all to the same kind of training. This should not be obligatory.

7. No problems here, fully endorsed.

8. By now I could not yet think of what other special recognition donors could receive, but other than that this should be doable.

9. That one would need further convincing. I can see no way in which monopolizing a business is good at all, even less so by force.

10. The price is a little steep. I already argued in favor of dropping prices for licenses to give new businesses an easier time t ostart out.

11. It looks like the only 'benefit' they get from an extra 1,000 deposit is that we can access their funds when we choose to. I believe that simply no one would be opening such a merchant account in the first place.

12+13. That sounds good to me. Again, a less obligatory approach to this might work better.

2. Again, hard to enforce.

3+4+5. Is that not pretty much as we have it now? I would personally rather have this on a case to case basis.

6. We had this problem before that it is nigh impossible to keep track of who is voting or prevent certain groups from doing so. Anything else appears to be in order.

7. That could be an option.

8+9. That could be left to the respective employers but they would probably not disagree..

10. Yes, as long as the proof is not too vague.

11. No problem since most already kind of seem to take this for granted, at least I cannot recall an exception to this offhand. Maybe other races would simply not receive enough votes anyway.

Councilor Saint,

Allow me to address your points.

On the first issue you fear that there may be a negative touch to the whole situation by making it a minor crime to refuse to report. I encourage you to walk the streets of Sanctuary. Speak to many, many citizens to get the larger point of view. You will find that many are apathetic. They will make excuses.

A minor crime is not much. It is a swift kick in the arse that some of them need to do what we need them to do. It is necessary for us to have the names of all who are unemployed so that we can use this knowledge in a way that best benefits the city by finding them jobs.

Ask yourself what the unemployed are doing? They are the most apt to become criminals. They still have to eat, they still need clothing and shelter. Sometimes a firm hand is needed when guiding the people. It is not negativity that you see here - it is resolve and leadership. It is putting your foot down and pushing a point home.

On the second point, I cannot help but find this most distressing. The Council has been willing to bend over backward to appease the Shadow Tribe and the Shadow Dragon. Why? Because we are completely dependant upon them. It is foolish to an impossible degree that we would link all that we have with them. An alliance with the Druid Circle, while we may not share many of their values, would prove beneficial for the city as a whole. Do we really share any values with the kobolds or the Shadow Dragon? Which is worse in the end?

No one is saying we must agree with them on anything. Only accept their offer for aid in so far as they help train citizens in the ways of agriculture and help make some of our land more fertile. This is something that I believe they would be ready and willing to do at no cost to ourselves. It is the height of foolishness to turn such aid away when offered for free. They are not even truly asking for respect and understanding of their views.

On the issue of the third point I assure you they exist. I have not fully explored them but it is within the Council's right to order them explored and the area turned into farmable land.

On the forth issue, I have no idea how to proceed. If you think we can create farmable land and teach citizens how to farm I would love to know how. Especially at no cost to ourselves. I am aware of no alternatives that can be had for free.

On the fifth point, the Council controls all property in the city. You have the right to order investigations, taxes as well as expelling people from their land should you so desire. The Purst Pig Farm has had malicious rumors spreading about it for some time and at minimum requires a investigation. If any unseemly actions are taking place there then it is certainly within the Council's right to repossess the property and then reuse it for a large community project.

On the sixth point in setting up the program as I illustrated for the School of War it does nothing to inhibit an individual in other areas. I qualify strongly in all three of your categories. Further, it should be noted that you overlooked the largest category of all: unemployed. That is what this program is being designed to target. Keeping the unemployed busy and doing something - a thing that will have a positive benefit to the community as a whole - will ensure that they are too busy to do anything else. Such as crime. Which is what they will be forced to turn to in order to support themselves. This type of training will also help them build character, self-respect and discipline. Finally, should our city ever come under siege by hostile powers, they will take comfort in knowing that they can at least make a stand in defending their children and their homes should all of our defenses fail.

On the eighth point, I leave that for the Council to decide. Let it vary from individual to individual. Perhaps a truly wealthy individual donates 50,000 coins to the city - a small portion of the coins could then be used to erect a statue in his or her honor. This encourages future individuals to follow in the footsteps of that individual.

On the ninth point, I do not consider it as monopolizing business. The First Sanctuary Bank is one of the few ways this city receives its funding through the surcharges made. It was established so that we could keep our finger on the pulse of the coin in the city. So that we could gain access to it if it was needed in an emergency.

If Traensyr were upon us threatening us with death and enslavement, what is worse? Losing a few coins in your account to properly establish a strong defense or death and enslavement? The Council must have knowledge of the wealth in the city.

As a long term resident I am also sure you remember the last private bank we dealt with. It was run by Duegar. You may have forgotten, but they ran away with all of our coin and bankrupted our city. It nearly destroyed us. We still have not recovered the lost coin.

A bank controlled by the city is not under such a threat. It will go no where. Private banks might, have and will. There is no reason for them to remain in town if - say Traensyr is knocking on our gate. There is no reason for those who have access to the cities funds to not cowardly sneak off into the dark.

Let us not forget that we are a single city. We have hardly no coin to our name. We are surrounded by enemies on all sides, even within our own settlement. The prospect for our future looks bleak.

On your tenth point, the price is the same price at another bank within the city. It is not intended to be used by normal citizens, but by wealthy merchants and businessmen. Additionally, the price must be steep. In the end you will end up recovering your losses. Imagine paying a 5% surcharge every time you make a deposit into the bank and you will quickly see that 1,000 coins is a piddling amount when dealing with vast sums of coin.

On your eleventh point, we already have the right to access all funds in the city as per the law that is made public. That does not include merchant accounts but all accounts. Any person who values coin more than their life and the lives of their fellow citizens in times of dire crisis deserves to have neither.

Now, moving on to The Sanctuary For All Act:

On your second point, this is not difficult to enforce. Almost every citizen who enters our domain registers with the Office of the Herald and obtains a citizen stone. They would simply need to be issued citizenship or guest citizenship papers in addition to that. All of this is largely already in place it is simply an extension of the duties for organizational purposes.

On the third and fifth point, this is the way things currently are, but on the fourth point this is not how things are done. We can either have these beasts wandering down into Montezzi's domain and pledging service to him, or entering our domain and swearing allegiance to us. That is really the reasons behind this act.

Do you truly wish to oversee every single goblin and kobold who knocks on our gate? They cannot even enter our city to speak with you. Are you willing to step outside our city, into hostile territory where you may be slain in an ambush, to interview some pathetic monstrous beast? These monstrous laws are more recent creations within the last few years. If you go back you'll discover that these creatures once were freely allowed to enter our city as full citizens and even vote in our elections. I do not propose that, of course, which is why I come to a compromise.

What is worse? A pathetic goblin who seeks only enough coin to feed and cloth itself walking our street, or a pathetic and desperate goblin, strapped with a suicide vest, sent from lower by the Montezzi to attack us in our street? Or that same pathetic and desperate goblin being taken in by Montezzi, having its fighting skills improved, so that it may be used against us in battle? Need I mention the name of Ghyrrt?

On the sixth point, I am not sure when or how we had this problem. It is true that monstrous races were once citizens who had the full right to vote. However, no one has attempted to screen voters. Establish a guard at the door that you must show your citizenship papers too in order to cast your vote. This will solve the problem. There are a number of armed guards in the voting room and it has an official Overseer. This can be accomplished.

On the seventh point, as you well know the law is murky when it comes to gaining citizenship status. This law, over all, attempts to define who is a citizen, who is not, who is a guest citizen, what guest citizenship really means, and how to move from guest citizen to full citizen under the law.

As for the other points let me make clear the reasons behind The Sanctuary For All Act.

The primary reason behind this act is that we do not want non-dangerous beasts in the hands of Montezzi. We wish to deprive him of -everything- that we can possibly deprive him of including citizens. Drow, Chosen and Aberrants are too evil and malicious to even be given consideration for this and allowing them into our city would be disastrous. A lone kobold, the odd goblin, or the occasional peaceful gnoll is not a threat to our citizens. It is something that we can easily crush. Further, they may be put to good use by us either as expendable beasts on the frontlines of defense or doing difficult and dangerous labor that we do not wish to waste animatrons or non-monstrous lives on.

Every hand we pry from Montezzi is a victory for Sanctuary. It is a death by a thousand cuts. That is why I've clearly included the following in the act: Entering into enemy lands within the city (the Chosen being an exception) is a Capital Crime.

This would make any monstrous beast with guest citizen status an instant criminal should they be seen entering into Montezzi lands. An arrestable offense that would result in death. This forces them to side with us or forever have to hide within Montezzi's domain.

If you were a goblin, which would you chose? To enter into Montezzi lands and be deprived of all the benefits of being allowed to legally walk around the Upper Ward, or to remain in the Upper Ward and partake in civil society?

The laws against guest citizens may be harsh, but there is a path to full citizenship that they can earn, which of course is granted on a case-by-case basis. So it is not as if they are forever being punished they simply must prove themselves to be upstanding and respectable citizens who contribute to Sanctuary.

In the end The Sanctuary For All Act both relaxes and clearly defines the law. As we worked toward getting Kirix approved for Guest Citizenship status you saw with your own eyes how difficult it was - we had no idea on how to proceed. Most of these beasts simply go to the Lower Ward and work against us simply because they have no hope of entry into our city. What member of the Council wishes to spend endless hours interviewing some pathetic beast to evaluate him - to see if he is even allowed within the Upper Ward?

As far as I am aware the role of guest citizenship status is not even clearly defined, which is something I've attempted to do here. It may require some ironing out once it is put into place to either expand on it or better define the overall intentions. However, I believe as it is - it is suitable.

Mister Reynolds,

I begin to see where you are coming from and will turn those proposals around further in my mind.

But I still am not likely to do anything with the druids. The Shadow Tribe is a problem that we kind of inherited, trying to get rid of it. I would not want to be among those who create a similar problem. Whatever they say, they can not be trusted, and Yondalla knows what kind of hidden agenda they have. Definitely no to this.

There will also not be any drafting. I am not opposed to be tougher on crime but I do not see it as that much of a problem. I still firmly believe the citizens will see the need to do their part to what it takes, by themselves.

Still I can not see any good from monopolizing the bank. Why, I myself deposit in the elite city bank. They offer far more reasonable rates. It should be fairly easy to avoid having another Duergar bank again, and I trust in our own people.

We used to allow all kinds of monstrous races around here, I would have to check as to why that has changed. Maybe we could re-establish this under certain conditions similar to those you proposed. The truth is that I simply do not care much for a lone goblin or even kobold either way, no matter on what side.

Maybe we speak some more on it, if not, I will probably contact you again. Just some food for thoughts.

I am pleased that you have considered my words. Let me once again address your reservations.

First on the issue of the druids I understand you completely. Up until recently I held a rather low opinion of them until I took the time to get to know them better. Often, when you take the time to do such, your opinion changes. I realized that I had many misconceptions of them. Some of their more radical members are certainly not in the majority.

However, let me be very clear in what I have suggested. We do not have to accept anything we do not wish to accept. We are requesting that the druids assist us in making our land fertile and train our citizens how to properly grow and maintain a farm in the Underdark.

Let me point out that we do not need to accept any conditions that we do not agree with. We are selecting the areas within our city that can be used to establish arable land. We are not having our farms out in the middle of the Underdark where we would have to rely on them. They will be within the safe borders of our city.

Additionally, we are asking them to train our citizens. Once they have done such they are no longer necessary. Unlike the Shadow Tribe, which supplies us the bulk of our foodstuffs, we will be able to grow our own independently. If we grow surplus we can even export it in trade.

As you can see after the initial aid our need for the druids is little to none. As the Druids wish little to nothing in return for assisting us in this it is a much better deal.

On top of it, I am a bit confused. You mention Yondalla. I am not a scholar of the halfling faiths, but I am aware of some of the deities. Are Sheela Peryroyl and Urogalan Halfling Druidic deities? Are not their faiths closely aligned with the church of Yondalla? If I am not mistaken, then I am confused by your stance.

I do understand why you feel the way you do about some of the more radical members of the local druidic circle. Believe me, I share your opinions in that regard, but I am not seeking to deal with the radicals but rather the reasonable moderates.

In the end which is worse: Putting the local druids to our use and advantage, or being at the mercy of the Shadow Dragon and his Shadow Tribe and watching our citizens starve in the streets? This is not something we can do on our own. I know little of farming on the surface, and I imagine farming in the Underdark is not only different but dramatically more complicated. We need their expertise in order to get started, after that we can begin to become completely self-reliant.

On the issue of the drafting, we'll drop this issue to deal with for another time. It is one of the least important at the moment.

On the issue of the elite city bank let me be more clear. In times of dire emergency, such as if Traensyr or (Helm forbid it to ever happen) the Beholders or the Illithid assault our city we will require emergency funds. Without these funds we would certainly face complete annihilation. It is literally a choice between coins and certain death.

The law regarding taxation as they currently stand, and I believe it was established by Sheriff Azzam, is the following:

"When the Council declares a State of Emergency, the Watch may seize up to 5% of a bank account for funding."

By placing coin in the Elite City Bank we are unable to access them as the bank is privately owned. Additionally, we cannot oversee the bank at all to know if there is any underhanded dealings going on. What I am suggesting with the Merchant's Account at the First Sanctuary Bank is to mimic the success had by the Elite City Bank. However, in so doing we gain access to the funds which allows us to ensure our long term survival.

By having the extremely wealthy place their funds in a separate bank we face a problem: Should an emergency arise and the Council be required to access the emergency funds then only the poorer citizens shall be effected. Meanwhile the most wealthy will give nothing.

After such an event, how do you think the bulk of the citizens will feel? How will they view the Council? I can guarantee it will not be in a positive light. The Council will be accused of pulling coins away from those who can least afford it while the most wealthy are completely unaffected. In order for us to avoid such accusations everyone must be equal under the law.

Finally, to address the monstrous race issue: We allowed them to enter freely. The law was changed by the Council a few years back and then later clarified with the Welcomed Races and Monsters Act more recently.

What I have proposed is a compromise between the old and the new laws. During my time speaking with Councilor Dentra, and even speaking with you, it is clear that we do not know exactly how a guest citizen differs from a full citizen. With my proposal it is clarified. I am sure you can attest - as you know from dealing with Kirix - that trying to get someone guest citizen status involves a great deal of time and energy.

It is overly complicated and unnecessarily so. It is easier simply to allow such individuals enter our city, and give them a path to earn full citizenship. As guest citizens the law gives the Watch enough power to deal with any monstrous beings that prove to be trouble by either exiling or executing them if necessary.

In conclusion, I think we've found a common middle ground. I would encourage you to make my proposal to the full Council and see how they react. Then write back and let me know if there is any trouble, so that I may interact with each Councilor individually.
