You're probably right, but don't forget that Inflict Minor can do four-times the damage that Inflict Light can.

Inflict minor does 4 damge, every time unless they make the save,

Inflict Light Will do anywhere from around 4-15 based on CL, and if they fail the save.

Minor should be less, 600 is way more than otehr cantrips cost. Keeping in mind that spells like ray of frost, Do more damage, and from a range, there is no reason this should cost so much.

I'm not going to lie, inflict minor wounds has only done 1 dmg everytime I have tried it. Maybe it's broken but that is all I have seen.

Inflict minor does indeed do 1 damage, if they save the will save it does no damage.

My mistake then. Given what it does, there is no reason for it to cost 600 gold.
