The council would like to remind you that until any official decisions have been made, the Shadow Tribe and its ambassadors are considered guests of Sanctuary. Any actions taken against their members within the city will be considered a breach of the law. Any who take action against the Shadow Tribe outside the walls may be charged with Willful Endangerment.
