I find it really nice to see flowers, poems or flyers in sanctuary, it makes the town real lively.

Just depends on what is out there and exactly where you've placed it. Usually, it is fairly small amounts of lag but with the huge lag spikes lately, anything helps.

We have those banners in Town Hall. Considering it's both and IC and OOC problem, there should probably be steps taken to change the way people handle this IG. Seek to make hanging or dropping illegal, only tolerating people who pass out flyers to individuals. Just an idea...
