There is some truth to Montezzi's words.
This canal beast is in fact not a dangerous creature! It will keep to itself as long as it is respected and left to itself.
Though that is the extent of his truth!
Montezzi has cut his way to ruling Lower. He has conquered through the blade, and he rules not with the just and merciful hand of a king, but the blood-red sword of a dictator.
His changes will undoubtably bring much prosperity to Lower, if he had the power to keep the city safe. He is undermanned, his "Forty" men-at-arms are in truth a fraction of that number, his Court consisting of at most twelve men capable of even defending the city.
But! These changes spit upon all that Sanctuary stands for, and before we became unwilling subjects of Montezzi we were once all folk of Lower and before that, Sanctuary.
There will be no slavery.
There will be no tyrany.
There will be freedom.
Montezzi brings slavers and beasts to trade with. He forces the shackles of oppresion upon a people he has slain and used to become what he is now.
Why do the people of the Canal Ward leave you, Montezzi? They leave you because you have showed them the way of the sword as a conquerer and continued to show them such as a Ruler. You only now show restraint and mercy as a true ruler when you need the people to truly cooperate, when they hold something that is truly important to you.
Montezzi rules for himself, not for you or I.
