that is because this is an NwN persistant world, not an nwn2 one. That list is a deffinate list for people who are working on an nwn2 PW from now and want to publicise it.

That is; It probably will, once PW's are feasible to run, and if everything else is alright, and a majority (and, of course, Howland and the DM's) wants to move it there. And even so, it will take a while to build the new PW.
So, in short, from what I've gathered about what Howland has said, it's really too early to say, more than that it won't be when NWN2 is first released.
